Millennials and Gen Z, as the largest social media user groups in Indonesia today, face complex challenges in internalizing the values of etiquette and ethics in social media use; consequently, a one-size-fits-all approach to the Islamic Religious Education (IRE) curriculum is considered ineffective due to fundamental differences in their characteristics. This qualitative study using a literature review method aims to examine how these values of etiquette are integrated into the PAI curriculum, while also identifying the most suitable learning strategies aligned with each generation’s preferences for consuming digital content. The findings indicate that Millennials are far more receptive to lecture-based learning, lengthy texts, and respecting teacher authority. Conversely, Gen Z requires a brief visual approach, viral content, peer-collaborative learning, and has differing perceptions of privacy and digital identity. Therefore, an ideal PAI curriculum must be generationally inclusive, flexible in material format, and involve trusted digital figures to foster awareness of Islamic, critical, and responsible social media ethics.
